Vatican, Monaco still on list of unsafe places for OFWs
Is even the center of Catholicism now unsafe for overseas Filipino workers (OFWs)? Not really, it simply appears to be a case of the bureaucracy at work—or not. The Vatican is among 19 countries—including Monaco, North Korea, Zimbabwe and Afghanistan—that have yet to be certified as safe for OFW deployment by the Department of Foreign Affairs (DFA), the Department of Labor and Employment said Monday. Labor Secretary Rosalinda Baldoz said the Philippine Overseas Employment Administration (POEA) governing board had approved 32 countries—including Kuwait and Saudi Arabia—for inclusion in the list of countries compliant with the safety requirements of the amended Migra...

DOH employees demand financial benefits
LEGAZPI CITY—An employee of the Department of Health (DOH) filed an administrative complaint in the Office of the Ombudsman against Health Secretary Enrique Ona last Friday for his alleged failure to release the financial benefits of thousands of health workers across the country. Jaime Guerrero, DOH information officer in Bicol and Philippine Public Health Association (PPHA) director, said his complaint against Ona stemmed from a department memorandum issued by the health secretary withholding the release of financial benefits due DOH employees, including their subsistence allowance of P1,650 per month and hazard pay equivalent to 25 percent of their basic pay. Bolt, Blake prepped to make track and field center stage
PARIS -- The doping-tarnished world of athletics needed a boost at the 2008 Beijing Olympics and duly received a massive one from Jamaican sprint star Usain Bolt, who changed the face of track and field as we know it. The good news for organizers of next month's London Games is that the ebullient 25-year-old remains in tip-top form and professes himself desperate to defend his double sprint gold medal-showing from four years ago. But he will have a battle on his hands, having recently been pipped in both the 100 and 200m in the Jamaican Olympic trials by training partner Yohan Blake, crowned world champion in Daegu last year after Bolt sensationally false started in the final. ...

Roof plays into Djokovic’s hands Dave James
LONDON---Novak Djokovic is thriving under Wimbledon's Centre Court roof and after three appearances in the greenhouse conditions, the Serb believes he can keep shining in the gloom of an English summer. The defending champion needed just 90 minutes to defeat fellow Serb and childhood friend Viktor Troicki 6-3, 6-1, 6-3 on Monday to reach the quarter-finals. He can now rest until Wednesday while Germany's number 31 seed Florian Mayer and French 18th seed Richard Gasquet, one of whom will tackle the top seed in the last eight, were toiling in the rain out on Court Three. They were unable to finish their last 16 clash and will try again on Tuesday with Mayer, without a win over...

Euro falls against dollar as ECB meet looms
NEW YORK -- The euro fell back against the dollar Monday, correcting after Friday's two-cent surge on the back of the new eurozone crisis pact. At 2100 GMT the euro traded at $1.2582 down from $1.2654 late Friday, when it took a boost after a summit of eurozone leaders in Brussels agreed on stronger actions to reverse the spiralling crisis. But traders doubts about what action the European Central Bank would take at its rate-setting meeting on Thursday fed selling of the euro. "The single currency has pared a small portion of Friday's massive post-summit advance with further losses expected ahead of Thursday's ECB rate decision," said Michael Boutros of DailyFX. Central b...

‘Leap second’ wreaks Internet havoc
WASHINGTON—An adjustment of a mere second in the official global clock sent dozens of websites crashing in an incident reminiscent of the Y2K bug over a decade ago. The "leap second" was added to the Coordinated Universal Time to adjust clocks to the earth's rotation the night of June 30, delaying for one second the transition to July 1. The extra second was too much for some software to handle. Reddit, a social news network, posted a Twitter message, saying "We are having some Java/Cassandra issues related to the leap second." A later message by Reddit attempted to make fun of the issue: "You ever wish you had an extra second or two? This is not one of those times." ...

CoA questions OVP’s P12M tab for car repairs
MANILA, Philippines—The Office of the Vice President (OVP) spent close to P12 million for the repair of outmoded motor vehicles for the past five years that otherwise could have been used to buy 10 new vehicles, the Commission on Audit (CoA) said. The CoA, in its 2011 report, said the OVP spent P11.9 million from 2007 to 2011 for the major repairs of 16 vehicles, or an average of P2.4 million a year, in violation of the government’s auditing and accounting rules. It noted that the vehicles were 14 to 17 years old, or more than double their useful economic life of seven years. "Although there was a provision for repairs, it was no longer practicable for the outmoded vehic...
